The objective of this study is to know the competence of employees UPT Central Public Health Laboratory based on leadership perceptions, employee perceptions, and public perceptions. The method of this research is qualitative description. The sample in this study amounted 36 employees on duty at the Central Laboratory Unit of Health including the leadership then the sample is taken by the census method. The sample for the community get from 30 people taken by accidental sampling method. The study of perception management, employees, and community officials indicate that the work is very slow and not timely in conducting laboratory tests. The employees are also lack of communication and less friendly in delivering service to the community. To the leadership of the Laboratory Health Unit should be able to improve services to communities in completing the work on time and to provide motivation to employees who perform laboratory tests and should be able to establish friendly communications with the community who visiting laboratory and also can provide clear information about the results of checks carried out.
