This study aims to determine the role of Civil Servant (PPNS) Forestry and Plantation North Bengkulu in tackling illegal logging activities and know Barriers Civil Servant Department of Forestry and Plantation North Bengkulu in tackling illegal logging activities.
This research is qualitative produce findings that can not be achieved using statistical procedures or other means of quantification. In this qualitative study tries to analyze problems that occur. Informants in the study were PPNS, Forestry Police, Head of Forest Protection, Security Section Chief Forest and eradication of illegal logging, and the head of the Forestry Police and illegal loggers.
Analysis of the research data through four stages of qualitative research, namely: The first stage is the stage of preparation that includes problem determination and identification paradigm used. The second stage is the planning involved in the choice of location, and the preparation of proposal. The next stage is to start entering settings that followed the research and data collection phase ends withdrawal phase. The third stage can be summarized in field research phase. The last stage of writing the results of qualitative research.
The results showed Role of investigators has not been optimal, because the investigators pengeledan done without the accompanied letter pengeledahan, foreclosure investigators conducted without a warrant foreclosure. In addition, investigators should conduct destruction of evidence with the permission of the minister of forestry, but in fact confiscated goods donated to the community by making the minutes of extermination. While the views of arrest warrants during this short so that PPNS can not work optimally. During the PPNS process mumpunyai investigators often not enough evidence, so the majority of the investigation should be terminated with dibuatkannya Certificate of Termination of Investigation (SP3).
Suggestions on investigators should be more work optimally handle cases of illegal logging so that no more cases to be stalled investigation or obtain SP3, so as to create a deterrent against illegal loggers. In addition, PPNS in conducting pengeledahan and foreclosure must be accompanied by a letter searching according to the rules. Beside that PPNS should no longer distribute the goods confiscated to the public, goods confiscated should be destroyed by requesting permission to forestry minister.
