EFEKTIVITAS PROSES PELAYANAN PENERBITAN SURAT PERINTAH MEMBAYAR (SPM) PADA BAGIAN ADMINISTRASI KEUANGAN

EFFECTIVENESS PROCESS SERVICES OF LETTER PAYING IN FINANCIAL ADMINISTRATION

 ABSTRACT

 

 This study aimed to determine and analyze the effectiveness and response of employees of the Paying Order Issuance Service in the Financial Administration Section of the General of the Bengkulu Provincial Government. This type of research is qualitative. The informants in this study were all people involved in the Publishing Service Process Order Paying to the Financial Administration Section of the General Bureau, of the Bengkulu Provincial Government, namely: Officers / Staff, Head of Subdivisions, Section Heads, and Third Parties namely Treasurer of the General Bureau. Informants in this study were taken using a method using purposive sampling. Data analysis with interactive models through steps namely; data reduction, data presentation, and conclusion. The results showed the effectiveness of the Publishing Service Process Warrant Paying for the Financial Administration Section of the General Bureau, Public Relations and Protocol of the Provincial Government of Bengkulu had tend to not be effective because in the issuance of SPM there were still those that were not in accordance with the Standard Operating Procedure and Employee Response to the Process of Issuance Order Paying in Part The Financial Administration of the General Bureau, Government Bengkulu Province is tend to not be effective because if there is a an order in the Issuance of Paying Warrants, the settlement must be carried out quickly and immediately, even if the employee’s hour is bad, so the employee sometimes feels disadvantaged.

ABSTRAK

Penelitian ini bertujuan untuk mengetahui dan menganalisis Efektivitas dan respon pegawai Pelayanan Penerbitan Surat Perintah Membayar (SPM) pada Bagian Administrasi Keuangan Biro Umum Pemerintah Provinsi Bengkulu. Jenis penelitian ini kualitatif. Informan dalam penelitian ini adalah semua orang yang terlibat dalam Proses Pelayanan Penerbitan Surat Perintah Membayar pada Bagian Administrasi Keuangan Biro Umum Pemerintah Provinsi Bengkulu, yaitu: Petugas/Staf, Kepala Sub Bagian, Kepala Bagian, dan pihak ketiga yaitu Bendahara Biro Umum. Informan dalam penelitian ini diambil menggunakan metode menggunakan purposive sampling. Analisis data dengan model interaktif melalui langkah-langkah yaitu; reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan efektivitas Proses Pelayanan Penerbitan Surat Perintah Membayar pada Bagian Administrasi Keuangan Biro Umum Pemerintah Provinsi Bengkulu cenderung belum efektif dikarenakan dalam penerbitan SPM masih ada yang belum sesuai Standar Operasional Prosedur dan Respon pegawai terhadap Proses Pelayanan Penerbitan Surat Perintah Membayar pada Bagian Administrasi Keuangan Biro Umum Pemerintah Provinsi Bengkulu cenderung belum efektif dikarenakan apabila ada titipan dalam Penerbitan Surat Perintah Membayar, maka penyelesaianya harus cepat dan segera dilaksanakan, walaupun pada Jam Istirahat pegawai, sehingga pegawai kadangkala merasa dirugikan.
